International travel has become a little more digital. From 1 July 2026, all travellers entering or leaving South Africa through air, land, sea, or rail ports of entry are required to complete an online traveller declaration before travelling.

The new system, known as the South African Traveller Management System (SATMS), has been introduced by SARS Customs to modernise border management, improve data integration between government agencies, and strengthen the monitoring of cross-border activities.

The declaration can be completed using the SARS Customs Online Traveller Declaration Portal, the SATMS mobile app, or Scan-to-Declare QR codes. The aim is to make compliance easier while creating a faster and more efficient border experience for travellers.

Who needs to complete the declaration? The requirement applies to South African citizens, residents, and foreign travellers entering or leaving the country. Parents or legal guardians may complete declarations on behalf of minors or individuals who are unable to do so themselves. Transit passengers who remain within designated transit areas are exempt.

The declaration may be submitted up to 24 hours before departure. Travellers will generally need their passport details, travel information, contact details, and information about any accompanying travellers. They will also be required to indicate whether they are carrying goods, currency, or negotiable instruments that must be declared. Ordinary personal belongings for personal use do not need to be declared.

Importantly, travellers who have not completed the declaration before arrival will not be refused entry or departure. SARS officials and self-service terminals will be available to assist. However, completing the declaration in advance is strongly encouraged to avoid delays.

Travellers should also be aware of the declaration thresholds. Goods valued at up to R5,000 may generally be free of import duty and VAT. Additional goods up to R20,000 may be allowed but could attract duty and VAT, while goods exceeding R25,000 will be subject to customs duties and VAT. Travellers may carry up to R100,000 in local or foreign currency without prior approval.

Once submitted, travellers receive a confirmation notice with instructions for arrival or departure procedures. Keeping this confirmation accessible on a mobile device or in printed form is advisable. Failure to make a truthful declaration may result in delays, penalties, detention of goods, or forfeiture.

For frequent travellers and holidaymakers alike, the message is clear: get familiar with SATMS and complete your declaration before you travel to ensure a smoother journey through South Africa’s borders.
